Raja Ashfaq Sarwar son of Raja Ghulam Sarwar was born on October 27, 1954 at Rawalpindi. He joined St. Mary's Academy for his primary education and went to join Lawrence College, Ghora Gali and did his intermediate from there. He did his Bachelors degree from University of Michigan at Ann Arbour, majoring in accounting and mathematics. He completed his Masters in Political Science from University of Southern California in 1983.
